Tax Exemptions

 
Listed below are all of the exemptions that Hopkinton, RI offers to residents. Please keep in mind the deadline for application of any exemption is MARCH 15TH every year. If the Assessor’s office receives your application after this date, the exemption will not be applied to your tax bill until the following year. Please contact the office with any questions.

65+ Senior Exemption
To be eligible for this exemption, you must:
  • Be 65 years or older as of December 31st of the previous year
  • Owned your home for a minimum of 5 years
  • Be a resident of Hopkinton for a minimum of 5 years.
  • Your annual gross household income can be no higher than the limit set in the Hopkinton Code of Ordinances.
You must complete the Statement of Annual Income. The Senior Exemption Application only has to be filled out your first year.
You must submit copies of the year-end statements
You must submit a copy of your federal income tax return (if applicable) for the year of the exemption. You have until April 30th to submit your income tax return.
You must submit copies of the year-end statements used to prepare the return. Also include non-taxable income statements.

85+ Senior Exemption
To be eligible for this exemption, you must:          
  • Be 85 years or older as of December 31st of the previous year
  • Owned your home for a minimum of 5 years
  • Be a resident of Hopkinton for a minimum of 5 years
  • No income Requirements.
This exemption offers a 10% valuation discount. Complete the Application For Exemption and submit a copy of birth date document (driver license, passport, birth certificate, etc.) before March 15th.
 
Veteran Exemption
To be eligible for this exemption you must:
  • Be a veteran who was honorably discharged
  • Served in a qualifying conflict or received a qualifying medal (see RIGL §44-3-4 and §44-3-4.2 for more details)
  • Be a resident of Hopkinton, RI.
  • Own your home.

This exemption only applies to your residence.

Please complete the Application for Veterans Exemption, and submit with a copy of your DD-214 and a copy of your driver license showing your Hopkinton, RI address before March 15th. This exemption offers $6,700 off of the assessed value of your home.
 
Please note this exemption can be applied to an unmarried widow/widower of a veteran.
 
Totally Disabled (100%) Veteran – Service Related Disability
To be eligible for this exemption you must:
  • Be a veteran who was honorably discharged
  • Be a resident of Hopkinton
  • Own your home.
  • Be declared 100% disabled by the Veterans Administration.
This exemption only applies to your residence.
 
Proof of 100% service connected disability must be furnished to the Assessor’s office. Usually, this is the benefits letter received from the Veteran Administration stating you are 100% disabled.
 
This exemption offers $13,500 off of the assessed value of your home.
 
Blind Exemption
To be eligible for this exemption you must:
  • Own your home
  • Be a resident of Hopkinton
  • Determined to be totally and legally blind by an ophthalmologist
This exemption only applies to your residence.
 
Proof of total and legally blind must be submitted.  This exemption offers $32,000 off of your assessed value.
 
Specially Adapted Housing
To be eligible for this exemption you must:
  • Own your home
  • Be a resident of Hopkinton
  • Be a veteran, or be the widow/widower of a veteran, who was discharged from the military or naval service of the United States under conditions other than dishonorable
  • Determined to be totally and permanently disabled through a service-connected disability by the Veterans Administration for the United States.
  • Own a specially adapted homestead that has been acquired or modified with the assistance of a special adaptive housing grant from the Veteran’s Administration
This exemption only applies to your residence.
 
Proof of the receipt and/or use of the Veterans Administration Grant must be submitted.
 
This exemption offers up to $30,000 off of your assessed value.
 
Gold Star Parent
To be eligible for this exemption you must:
  • Own your home
  • Be a resident of Hopkinton
  • Has lost a son or daughter who has served in the armed forces of the United States of America and has lost his or her life as a result of his or her service, providing the death was determined to be in the line of duty
This exemption is limited to one exemption granted where both parents of the deceased son or daughter are living.
This exemption only applies to your residence.
 
Contact the Assessor’s office for documentation to be submitted.
 
This exemption offers $21,500 off of your assessed value.
 
Emergency Responder Exemption
 
Per Rhode Island General Law §44-5-13.40, a property tax exemption is available for surviving spouses of police and fire personnel killed in the line of duty. This exemption only applies to your principal place of residence. There are certain stipulations that define killed in the line of duty, so if you think you may qualify, please contact the assessor’s office. Below are some of the eligibility requirements and documents to be presented to the assessor’s office.
 
  • Must own and occupy property in Hopkinton as of the preceding date of assessment.
  • Must be a surviving spouse of any law enforcement officer or firefighter who was killed in the line of duty.
  • Must notify the Tax Assessor’s office of any changes to ownership or marital status.
  • Provide a death certificate, marriage license, and RI Driver’s License or state ID.
  • Please complete the Emergency Responder Exemption Application.
You must apply for the exemption before March 15th in order to qualify. This exemption offers a total exemption of the property taxes. The exemption will cease if the surviving spouse remarries.

Development Property Exemption
 

Per Rhode Island General Law §44-5-12, there is an exemption available for properties considered “development property.” If the real property is deemed as development property, the assessor shall exempt the new construction located on the development property for a maximum of two (2) years. Provided below are the definitions of what qualifies a property to be deemed a development property:

  • Real property on which a single-family residential dwelling or residential condominium is situated
  • The residential dwelling or residential condominium is not and has never been occupied
  • The dwelling is not under contract, but is on the market for sale
  • A single-family residential dwelling or residential condominium which has been purchased out of a foreclosure sale, auction, or from a bank, and which is not occupied

Please keep in mind, this exemption only provides relief to the improvements upon the land. The land will continue to be taxed as assessed. If you think you qualify for this exemption, please complete the Development Property Exemption Form and attached the required documents.  This form must be submitted to the Assessor’s office by December 31st in order to qualify.
